The latest quarantine policy for entering Taiwan

Starting 00:00 on June 15, 2022 (incoming flight's scheduled arrival time in Taiwan), the Central Epidemic Command Center (CECC) announced that quarantine for all arrivals was reduced to 3 days and changes to related measures are listed below.
  • Required quarantine period and quarantine location:
  1. The number of days an arrival should quarantine will be shortened to 3 days 4 nights, and the day of arrival counts as Day 0; a forth-day self-initiated epidemic prevention will be required starting the 4th day in the same place where you quarantine.
  2. The arrival should quarantine at home or a residence of his or her family or friends', and the principle of one person per residence should be observed. If the principle of one person per residence cannot be followed, the arrival should complete the 7-day quarantine at a quarantine hotel.
  3. Family members/household members who arrive on the same day may choose to quarantine together in their home or a residence of their friends' or family or they may stay in the same quarantine quarter depending on their willingness and room types of the quarantine hotel where they stay. However, due to the space of single rooms, it is not recommended that more than two people share a room.
  4. What does one person per residence mean?
  • Arrivals need to have an independent address, and the living area needs to be separated from other non-quarantine members.
  • NB: If you are able to stay in a one person per residence for the next four days, you may return to your home for self-initiated epidemic prevention, but you will have to get approval by the local government and sign a Incoming Travelers’ Declaration of Location Change During Self-Quarantine Period.
  • NB: If you are not sure whether your house meets the requirements of one person per residence, you can call the local government in your city responsible for quarantine and they will have it checked for you.

Testing measures:
  • PCR testing (a total of 1 test): Arrivals will undergo a PCR test upon arrival (Day 0) as currently required.
  • At-home rapid tests: two rapid test kits will be given to arrivals aged 2 and older by workers at international airports/ports upon arrival; arrivals can use the test kits when symptoms occur during quarantine and before they go out for the first time during the self-initiated epidemic prevention period.

Q1. 6/15 from 00:00, after entering the country, people can be picked up by relatives and friends' vehicles. Do I need to apply for the pick-up of relatives and friends?
Travelers should check "relatives and friends/ group vehicle pick-up" at the time filling quarantine entry system, and please cooperate with the traffic route planning disclosed by each airport.
Q2. Do you need to apply in advance for staying in an quarantine hotel in the first three days and return home in the next four days? Where should I apply to? Are there any conditions or restrictions?
The principle of 3-day home quarantine and 4-day self-intiated epidemic prevention shall be the same place. If the locations are different, the traveler shall apply to the local government of the place where self-initiated epidemic prevention is located, and you will sign a statement of changing location after approval.

NB: You can change the location only once.
Q3. What are the conditions of "going outside unless necessary"? During the period of home quarantine 3+4 and self-intiated epidemic prevention?
For work, shopping for daily necessities or performing business performance, you can go out for work, visits, speeches and meetings, and avoid going to crowded places or contacting with unspecified people. You should wear masks throughout the process to maintain a social distance. (Effective 0:00 on June 15)
Q4.If the quarantined people go out for independent epidemic prevention in the epidemic prevention Hotel, and they do not return or even lose contact, what measures can the hotel take? Are there any violations and related penalties for the quarantine public?
In case that the independent epidemic prevention personnel staying in the epidemic prevention hostel go out but do not return, the quarantine hotel shall assist in informing the local government, and they shall conduct relevant investigation to confirm whether the people have violated the norms of self-initiated epidemic prevention. If they have violated, they shall be adjudicated in accordance with Article 69.

What is home quarantine?

To prevent the Covid-19, starting from June 15 2022, all the incoming passengers are required to be quarantined at home for 3 days and self-initiated epidemic prevention for 4 days in the same place, The local health authority will issue the Novel Coronavirus Health Declaration and Home Quarantine Notice and abide by home quarantine measures.
​The quarantine period should stay at the quarantine hotel or government quarantine facility.

【What is the difference between home quarantine and home isolation?】

  • Home quarantine: According to the regulations of the CECC, all people entering from abroad are required to undergo home quarantine for 3 days. The actual date of quarantine is based on the home quarantine notice.
  • Home isolation: For close contacts of confirmed cases, the local health authority will issue a "home isolation notice" and follow the instructions of the health unit for isolation.

What do you need to do before arriving in Taiwan?

Negative COVID-19 RT-PCR test report

Regardless of their nationality (including R.O.C. nationals and foreign nationals with an Alien Residence Certificate) or travel purpose (for study, work, diplomatic affairs, etc.), travelers who arrive at an airport in Taiwan must present a negative COVID-19 RT-PCR test report issued within 2 days prior to the flight schedule time to the airline staff, which will be calculated based on the "specimen collection date" instead of the test report date; the newly revised two-day period will be based on the incoming flight's scheduled departure time at the place of departure, that is, counting two calendar days backwards from the incoming flight's scheduled departure time (excluding the flight date). 
  • In response to the rapid spread of the Omicron variant, the Central Epidemic Command Center (CECC) has changed the 3-day period of the COVID-19 RT-PCR test report to 2 days.
  • A test report must be for a nucleic acid test, and must contain the following:
  1. The name on the passport of the traveler
  2. The date of birth (or passport number) of the traveler
  3. The virus name (COVID-19 or SARS-CoV-2)
  4. Specimen collection date
  5. The test method: (PCR, real-time PCR, RT-PCR, RT-qPCR (Quantitative Reverse Transcription PCR, NAA (nucleic acid amplification), NAAT (nucleic acid amplification test), NAT (nucleic acid test), LAMP(Loop/Mediated Isothermal Amplification, RT-LAMP, COVID-19 RNA test, SARS-CoV-2 RNA test, or molecular diagnostics)
  6. The interpretation results: "negative" or "undetectable."

【FAQ of COVID-19 RT-PCR test report】

Q1: Where can I obtain a COVID-19 RT-PCR test report within two days prior to the flight schedule time? Do I need to pay for it myself, or does the government cover my testing expenses? Is it difficult to obtain such a test report?
A1:
  1. In principle, a COVID-19 RT-PCR test report must be issued by a legally-established hospital or clinic (including medical testing laboratories) at the place of departure, and testing expenses shall be paid by travelers themselves.
  2. Taiwan has been requesting foreign nationals coming to the country to present a certificate of a negative COVID-19 RT-PCR test taken within two days prior to the flight schedule time since July 2020. According to a survey taken by the Ministry of Foreign Affairs, the medical systems of most other countries possess the COVID-19 testing capability (especially those countries/areas with direct flights to Taiwan). At present, most countries have generally required inbound passengers to take this measure to maintain the safety of their borders.
  3. Since the entry measure that requires foreign nationals coming to Taiwan to present a negative COVID-19 RT-PCR test report was enforced in July, 2020, the implementation has been smooth, and most travelers have been able to obtain test reports. If overseas nationals need to take a negative COVID-19 RT-PCR test, it is recommended they contact the health authority of the place of departure, the airline, or the R.O.C. missions abroad to inquire about the list of local medical institutions capable of providing a COVID-19 RT-PCR test.
Q2: If a traveler transfers to Taiwan through a third place, which voyage is the two-day period of a COVID-19 RT-PCR test report to be based on?
A2:
  1. In principle, the two-day period would be counted from the first boarding time. However, if the traveler transfers through and stays at the third place for more than two days (including transfers on both domestic and international flights), the two-day period would refer to two days prior to the flight schedule time of the following connecting flight to Taiwan.
  2. Furthermore, in accordance with the guidelines and handbooks for flight operations issued by international organizations (such as IATA and WHO), in order to ensure the safety of passengers and crew members on the same flight, airlines may request that travelers must present relevant health certificates before boarding. Accordingly, if the related regulations are not applicable to the traveler's transfer flight to Taiwan (especially when the traveler takes a flight run by non-R.O.C. carriers), it is recommended that the traveler first consult the airline to ensure a smooth journey.
Q3: What items are required for a COVID-19 RT-PCR test within two days prior to the flight schedule time?
  1. 1.A test report must be for a nucleic acid test, a molecular biology technique for testing, and must contain the following: the name on the passport of the traveler, the date of birth (or passport number) of the traveler, the virus name (COVID-19 or SARS-CoV-2), specimen collection date, the test method (PCR, real-time PCR, RT-PCR, RT-qPCR (Quantitative Reverse Transcription PCR), NAA (nucleic acid amplification), NAAT (nucleic acid amplification test), NAT (nucleic acid test), LAMP(Loop/Mediated isothermal Amplification), RT-LAMP, COVID-19 RNA test, SARS-CoV-2 RNA test, or molecular diagnostics), and the interpretation result of "negative" or "undetectable."
  2. If a COVID-19 RT-PCR test report presented by a traveler contains only the "test report date" without the "specimen collection date," the report is not in compliance with the requirements. The traveler is advised to contact the medical institution that conducted the test for revision to avoid being fined.
  3. 2. Immuno Serological testing, which detects the presence of any antigens (Ag) or antibodies (Ab; IgG or IgM), is not molecular biology nucleic acid testing and thus, does not comply with the requirements for an English-language COVID-19 RT-PCR test report within two days prior to the flight schedule time.​
Q4: If it is difficult to obtain a COVID-19 RT-PCR test report overseas, can travelers be exempted from providing such a test report under certain circumstances? Can travelers undergo testing after they enter Taiwan?

A4: 
  • In accordance with the CECC's "Entry quarantine application procedures for travelers who cannot present COVID-19 RT-PCR test reports prior to boarding" (please see the Border Quarantine section of the Fall-Winter COVID-19 Prevention Program on the Taiwan Centers for Disease Control website; https://reurl.cc/Y6NbkO), if travelers cannot present a COVID-19 RT-PCR test report, but meet the following four conditions, they shall be exempt from penalties; such four conditions are only applicable to R.O.C.(Taiwan) nationals, foreign nationals holding Alien Residence Certificates, and persons from Hong Kong, Macao, and mainland China who hold an ARC; those conditions are not applicable to travelers transferring between flights in Taiwan.
  1. Emergency situations: this includes situations where the traveler must return home for the funeral after the death of a relative within the second degree of kinship; the traveler must visit a relative within the second degree of kinship who is gravely ill; and the special emergency medical care program is applicable to the traveler. The traveler must proactively present an entry quarantine affidavit for a traveler who is unable to present a COVID-19 RT-PCR test report prior to boarding ("Affidavit") and verifying documents (attach document verifying the death of a relative, notice of critical illness, or certificate of diagnosis, etc.) when checking in with the airline at the airport. The traveler must also sit in a designated area on the aircraft arranged by the airline; upon entry, the traveler must receive self-paid testing.
  2. The traveler is traveling to Taiwan from a place of departure which has been announced as a country/region where COVID-19 RT-PCR test reports cannot be obtained by the CECC. The traveler must proactively present an entry quarantine affidavit when checking in with the airline at the airport. The traveler must also sit in a designated area on the aircraft arranged by the airline; upon entry, the traveler must receive self-paid testing.
  3. Persons managed under agency programs that have received the CECC's approval: if the traveler comes to Taiwan for necessary and short-term official business or business affairs, and has taken preventive measures while overseas. The traveler must proactively present an entry quarantine affidavit and verifying documents when checking in with the airline at the airport. The traveler must also sit in a designated area on the aircraft arranged by the airline; upon entry, the person's case is handled in accordance with epidemic prevention and quarantine measures approved under a special program.
  4. Other persons announced by the CECC: for example, those who have departed from Taiwan and returned within two days; please refer to Q10-2 for details. Such travelers must proactively present an entry quarantine affidavit and verifying documents when checking in with the airline at the airport. They must also sit in a designated area on the aircraft arranged by the airline; they must receive self-paid testing upon entry.
  • ​If travelers are unable to present a COVID-19 PCR test report due to other special reasons, they should obtain the airline's consent in advance; present the entry quarantine affidavit and verifying documents when checking in with the airline; and sit in a designated area on the aircraft arranged by the airline. Upon entry, travelers must also undergo self-paid testing. If the reasons listed don't meet the requirements for test report exceptions, such travelers will be penalized according to laws.
  • Travelers who cannot present a COVID-19 RT-PCR test report and return to Taiwan without completing the above-mentioned procedures shall sit in a designated area on the aircraft arranged by the airline and shall undergo self-paid testing upon entry; such travelers may not receive disease prevention compensation, and they shall be fined from NT$10,000 to 150,000 in accordance with Articles 58 and 69 of the Communicable Disease Control Act. Furthermore, those who are confirmed to have COVID-19 and are suspected of having infected other persons must bear relevant criminal liability.
Q5: If a person arrives at a port in Taiwan by ship, is the Fall-Winter COVID-19 Prevention Program applicable to the person? Must he or she provide a COVID-19 PCR test report?
A5:
  1. All inbound ships entering international ports in Taiwan from other countries (boundaries) shall submit entry quarantine applications to Taiwan Centers for Disease Control within 4 to 72 hours before arrival; the shipmaster is also required to truthfully report the health status of crewmembers upon entry, and Taiwan CDC will conduct a variety of quarantine and preventive measures, such as health assessments and referral for specimen collection, for inbound crewmembers.
  2. In consideration of characteristics of ships on international voyages (i.e. long voyage distances and people on board are often not permitted to leave the ship to undergo testing at the ports of other countries) and the difficulty in obtaining a COVID-19 RT-PCR test report for people on board ships on international voyages, the Fall-Winter COVID-19 Prevention Program does not apply to those who arrive at a port in Taiwan by ship, and thus they are exempted from providing a COVID-19 RT-PCR test report.

【FAQ of Quarantine System for Entry】

Q1: If I have a mobile phone number for international roaming, why do I need to apply for a domestic mobile phone number when entering the country?
A1: 
  1. As long as your mobile phone has international roaming, you will receive text messages, but the roaming number cannot be effectively used for personal health monitoring and follow-up care after you enter the country. Therefore, inbound passengers must apply for a Taiwan mobile phone number to facilitate the management and support care services provided by the civil affairs bureau and local borough chief.
  2. You should use a Taiwan mobile phone number to make a health declaration and receive an electronic health declaration receipt. If you do not have a Taiwan mobile phone number, you can make your declaration with your roaming number at the place of departure (an overseas station of the airline company). Once you arrive in Taiwan, you will need to purchase a SIM card of a Taiwan telecom service provider at the airport of arrival and install it before entering the country.
Q2: Can passengers share mobile phones?
A2:
​In order to carry out digital tracking and follow-up care at the community level, inbound passengers are required to have a phone number of a telecom service provider in Taiwan (a SIM card can be purchased at the airport of arrival in Taiwan) and to use their personal mobile phone (1 person, 1 phone) to make the health declaration. However, under special circumstances (for example, the passenger is a child under 12 years old) and when the passenger will undergo home quarantine with another person in the same location, they can complete the health declaration through a shared mobile phone.
Q3: Why can't I receive the text messages? How do I solve this problem?
A3:
If you have correctly completed the declaration form on the Entry Quarantine System, the system will not send a text message until you arrive in Taiwan. If you still cannot receive the text message after arrival, you can follow the steps below to troubleshoot the problem:
  • Check the accuracy of your personal information
  1. Check whether your passport number or resident certificate number on the Entry Quarantine System is consistent with that used when purchasing your flight ticket. In addition, check whether your mobile phone number or country code (e.g. +886) is correct.
  2. Please check again whether the mobile phone number inputted into the Entry Quarantine System is correct before you submit your personal information.
  3. If you are not an R.O.C (Taiwan) national, please click the "No Passport Click Here" button, and the system will automatically fill in your passport number.
  • SMS settings for sending and receiving messages on your mobile phone
  1. Please make sure that your phone can normally make and receive calls or send and receive text messages. If your phone is set to airplane mode during the flight, please turn off airplane mode and restart your phone to send and receive text messages normally.
  2. Please check your phone's brand and model and whether it has a message filtering function; if you have a Huawei phone (call settings → menu → harassment interception) or a Xiaomi phone (security center → harassment interception → settings).
  • Please ask airport quarantine personnel to use the troubleshooting function. After verifying your passport number, name, and other information, a text message will be sent to you.
Q4: I have been living abroad for a long time, and my Taiwan mobile phone SIM card has expired or has been disabled, what should I do?
A4:
You can apply for a new SIM card to a telecom service provider on site (near the place where you submit your quarantine notice), or apply to reactivate your SIM card.
Q5: What should children under 18 who have lived overseas for a long time do if they plan to come back to Taiwan on their own but they don't have a Taiwan SIM card or mobile phone number?
A5:
​According to the National Communications Commission (NCC), minors are allowed to  apply for a domestic mobile phone number if they can provide two ID documents and those of their legal representative. Overseas students may have school personnel act as their legal representative if they have difficulty obtaining these documents of their parents. In addition, some telecom service providers offer cell phone rental service.

【FAQ of Quarantine policy】

Q1: If my family and I enter Taiwan together, can I undergo home quarantine with them in the same residence?
A1:
  • ​Passengers entering Taiwan from key high-risk countries (India, Brazil, the United Kingdom, Peru, Israel, Indonesia and Bangladesh) must stay at group quarantine facilities. Other passengers are required to stay in quarantine hotels or stay at group quarantine facilities at their own expense.
  • According to strengthened quarantine measures, you and your family should undergo quarantine in a quarantine hotel or a group quarantine facility, but each of you should quarantine in a separate room with a separate bathroom (one person per room).
If you do not have another home quarantine member entering the country with you and have the caregiving reasons, you will need a non-home quarantine member to live with you at home or in a quarantine hotel during the quarantine period, you may quarantine in the same room with them. If you need to make such a request, you should submit your application to the local government.

​The requirements for undergoing quarantine with non-home quarantine member for caregiving reasons:
  1. Children and teenagers (<18 years old).
  2. Individuals who are ≧65 years old and unable to take care of themselves.
  3. Individuals with physical or mental disabilities.
  4. Individuals with physical or mental incapacity.
  5. Individuals with serious injuries.
  6. Pregnant women who cannot take care of themselves during pregnancy as assessed by a doctor.
  7. Individuals unable to take care of themselves due to injuries or illnesses.
  8. Other conditions approved by the local government.

Q2: When will I be released from home quarantine?
A2:
​Simply add 15 days to the date of entry. For example, if you arrived in Taiwan on April 1st, you will be released from home quarantine on April 16th (1+15=16).
Q3: I was informed that I had contact with confirmed COVID-19 cases. What should I do if I develop fever or respiratory symptoms like cough?
A3: If you have 
  1. traveled to or lived in epidemic regions during the past 14 days
  2. been informed by health authorities that you were in contact with confirmed COVID-19 cases, and has developed a fever or respiratory symptoms during home quarantine, you should:
  • Put on surgical face mask immediately
  • Contact the local health bureau, or dial the toll-free Taiwan CDC Infection Control Hotline 1922 for help, and seek medical service as advised as soon as possible.
  • Be sure to inform the doctor of your travel history, occupational or other relevant exposure, and if anyone around you has developed similar symptoms.

【What to do if you are confirmed with COVID-19 during quarantine】

If you are in the period of home quarantine and feel unwell and are found to be positive after a rapid test, you can contact the Department of Health or 1922 as soon as possible and follow the instructions.​

【Who is eligible for home quarantine relaxation】

Flight crew

long-haul flights:
  • Those who have not received a booster shot (including those who have received a booster dose for a period of less than 14 days):
    • 3-day home quarantine (a PCR test on Day0) and a 4-day self-health management (PCR/rapid tests on Day 4-Day 7).
  • Those who have received a COVID-19 booster shot for at least 14 days
    • 7-day self-health management (a PCR test on Day 0 and a rapid test or PCR/rapid test every 2 day).
short-haul flights:
  • Those who have not received a booster shot (including those who have received a booster for a period of less than 14 days):
    • rules remain unchanged; 7-day self-health management and PCR testing every seven days.
  • Those who have received a COVID-19 booster shot for at least 14 days: 
    • 5-day self-health monitoring and a mandatory rapid test or PCR test every five days.

【Fines for violation of home quarantine regulations】

  • According to Article 58 of the Communicable Disease Control Act, any person who falsifies this notice will be fined ranging from NT 10,000 to 150,000.
  • Those who fail to arrange a quarantine place will be fined NT$50,000 or more.
  • Violators of home quarantine requirements will be fined ranging from NT 100,000 to 1,000,000.

How do I get to my quarantine hotel in Taiwan from the airport?

Anti-epidemic taxi

According to the announcement from the Central Epidemic Epidemic Command Center all travels traveling to Taiwan:
  1. Can take the anti-epidemic prevention taxi at their own expense to a quarantine hotel or government facility.
  2. ​Arrivals can get a ride from their friends, relatives, companies or organizations
  3. Can take the anti-epidemic prevention bus at their own expense ($400NTD per person) instead of the anti-epidemic taxi if their quarantine hotel is in 雲林(Yunlin), 嘉義(Chiayi) 台南(Tainan), 高雄 (Kaohsiung City), 屏東(Pingtung).

How do I get to the taxi waiting area after getting off the plane?

  1. Arrival
  2. Show picture of Health Declaration form.
  3. If you don’t have a Taiwan sim card, apply for it at the airport.
  4. Go to immigration and collect your luggage.
  5. Go to the taxi counter inside the airport and pay for an anti-epidemic taxi/bus.
  6. Gov’t personnel will provide you with sponsored anti-rapid test kits.
  7. Do PCR test.
  8. Take anti-epidemic taxi/bus and leave.
Necessary guidance is provided in the terminal. Arrivals are requested to follow signs and personnel to arrive at the designated anti-epidemic taxis in the arrival halls.

【What quarantine regulations must travelers follow for COVID-19 prevention purposes before they board the flight to Taiwan?】

【What should the traveler do after getting off the airplane? What should they notice ?】

If you go abroad before March 17 2020, after completing the 3-nights home quarantine, people who are citizen or hold a resident certificate, as long as you have not violated of quarantine isolation regulations and have not received wages or subsidies of a similar nature during quarantine, then you can apply for NT$1000/day quarantine subsidy, a total of NT$3,000, even newborn babies can apply for it ! You can apply online.

I am arriving Taiwan from USA, and only need to stay for one night, and then return back to USA. Can I stay in quarantine hotel for only one night, and how do I get back from hotel to the airport?
I just need to have the entry recorded in the system so that I wouldn't get removed from my household registry.

I arrive on Jan 11/22. I can not find hotel with available dates of 15 days in a row. ? What can I do? Can I book 2 different hotels to complete de period?
I do have complete vaccination. Can I stay in quarantine hotel for 7 days and the stay in regular hotel to complete the period?

During the 7-day self-health management period, can I take the HSR? I need to travel from Taipei to Hsinchu on Day 5 of my self-health management period. Also, if I leave the quarantine hotel on 24 April, when does my self-health management period end?

Hello, I am looking for a place where i can book for stay after my 10 days quarantine. Can you recommend a hotel that I can spend 7 days for the self health management? I want to stay in Hsinchu which is near to the Quaratine hotel which I am staying. So that the movement will not easy
