How to go from applying to a Mandarin Language Center to arriving in Taiwan ( 5 easy steps)
Step 1 : Apply for a Mandarin Training Center Seasonal Program in Taiwan
If you want to travel to Taiwan to study Chinese(mandarin), the first and obvious step is to apply to study a seasonal program at a Mandarin Training Center(Chinese language center). If you have not selected a language center already, you can pick one from the list of all the Chinese language centers in Taiwan.
When you select the Mandarin Training Center of your choice, visit their website and follow their instructions on applying to study mandarin at their school. It is important to note that required documents and submission deadlines may vary for each language center. Once you have successfully applied for admission and enrolled in the Chinese language program, the Mandarin Training Center will email you an admission letter. If you have completed the enrollment process and have not received your admission letter, we recommend contacting the Mandarin Training Center via phone/email as you will need an admission letter from the language center in order to proceed to the next step. mrhost selected 10 Chinese Language Centers for students!
Step 2 : Apply for a Republic of China (Taiwan) visitor visa (student visa)
Although Taiwan has decided to open up its borders to non-scholarship students whose purpose of travel is to study Chinese, they are all still required to apply for a visitor visa (student visa) in order to enter the country. Once you have received the admission letter from the Chinese language center, the language center will submit a list of all their enrolled students to Taiwan's MOE on February 14th, 2022, applying for visa qualification for their students. During this period, students can start gathering the supporting documents required to apply for the student visa.
Documents required to apply for a student visitor visa :
While you are in the process of gathering these documents, the Mandarin Training Center may contact you to provide you with an “approved number.” If you have not heard from the center and you are almost done putting your documents together, feel free to contact them. You can only move on to step 3 if you have gotten the approved number from the Chinese language center.
NB: The required documents listed above are a basic template used by the Mandarin Training Centers in Taiwan. We recommend that you contact your language center in order to ensure that you have all the required documents requested by your school. The key to completing step 2 quickly and efficiently is to keep in touch with the Republic of China (Taiwan) embassy in your country and the Mandarin Training Center that you are enrolled in. Whatever questions you have, don't be afraid to contact them. They get paid to deal with people like you XD! Recommendation: At this point, you can start searching (NOT BOOKING!) for quarantine and self-health management hotels. Beginning the search now will make step 4 a lot easier. Remember, you are not the only student who wants to book a quarantine and self-health management hotel in Taiwan. Hotels operate on a first-come, first-serve basis. Step 3 : Apply for a student visa at the Republic of China (Taiwan) embassy in your country
When you have received the approved number from the Mandarin Training Center and gathered all the necessary documents, then and only then can you proceed to the Republic of China (Taiwan) embassy in your country to apply for the student visa.
1. Going to the embassy to apply for the student visa
When you have gathered all the documents, take them to any one of the (preferably the closest) Republic of China (Taiwan) embassies in your country and they will apply for the student visa on your behalf. Ensure to call the embassy before your trip to confirm that all your documents are prepared according to their regulations.
If the visa application is successful, the embassy will contact you to notify you of the result. Feel free to contact the embassy if you do not hear from them. If you do not know where the Republic of China (Taiwan) embassy is located in your country, use the link above to search for their location and contact information. 2. Booking a flexible flight ticket & quarantine hotel
If everything goes smoothly and you were granted the visa, you can proceed to purchase your flight ticket. We recommend purchasing a flexible flight ticket. A flexible flight ticket will allow you to change travel dates or even cancel your flight at the last-minute for no fee or a smaller fee than a regular airline ticket. We recommend booking a flexible flight ticket because it is possible for there to be a delay in the special entry permit process.
Once you have booked your flight ticket, please ask your language center whether they are booking the quarantine & self-health management hotel for you or you need to book it on your own. If the option is the latter and you are not sure how to book a quarantine and self-health management hotel, refer to the link in Step 4a. Remember, always take the initiative to call the embassy if you have not heard from them, they get paid to deal with people like you. 3. Taiwan special entry permit
When you have booked your flight, quarantine & self-health management hotel, send a copy of your visa, flight ticket, and the information of your quarantine and self-health management hotel to your Chinese language center. Please ask your Chinese language center what information on the quarantine & self-health management hotel is needed in order to apply for the special entry permit. For e.g., name of the hotel, its address, booking confirmation picture etc. With this information, the Chinese language center will apply for the MOE special Entry permit on your behalf.
Step 4 : Quarantine protocols to follow before you arrive in Taiwan
Taiwan's Central Epidemic Command Center (CECC) has announced that from March 1st, 2022 Taiwan will open up its borders to non-scholarship students whose purpose of travel is to study Chinese. All students traveling to Taiwan must follow these regulations to ensure a smooth entry into the country.
A. Booking a quarantine & self-health management hotel in Taiwan
Book a quarantine hotel recognized by the government for 7 days and 8 nights. You can decide whether or not you want to book a self-health management hotel for 8 days and 7 nights to do your self-health management. Due to the fact that it is forbidden to visit the Chinese language center during the self-health management period, we recommend booking a self-health management hotel if you do not have a place to stay during that time.
NB: Students can quarantine at their home or a residence of his or her family or friends (one person per residence) in Taiwan. If the principle of one person per residence cannot be followed, students should complete the 10-day quarantine at a quarantine hotel. You can do your self-health management in a normal hotel. However, you must first contact the hotel, inform them that you want to do the self-health management at the hotel and they will decide whether to accept you or not. Most self-health management hotels are just regular hotels that have agreed to use the hotel to allow individuals to do self-health management. It is also possible to do self-health management at your own place of residence if and only if your landlord agrees. As it pertains to the dormitory, if the school's dormitory is located outside the campus, you can do the self-health management there, if and only if your Chinese language center agrees. B. Take a PCR test within 2 days of departure
Have a negative RT-PCR test issued within 2 days of your departure date. Refer to the picture below.
C. Fill in the Quarantine System for Entry form
Before boarding the flight to Taiwan, you need to fill out the Quarantine system for Entry online form within 48 hours of your scheduled arrival. The Quarantine System for Entry is made up of the health declaration form and the home quarantine notice. Refer to the link above to access the online form. You can use your sim card from your home country to fill out the health declaration form.
D. 10 things no one tells you to prepare for quarantine in Taiwan
The following picture is not a quarantine regulation. However, it is worth looking at.
The CECC advises all passengers to adhere to the stipulated regulations. Please note that a fine of up to NT 1 million dollars can be charged to anyone caught violating the quarantine regulations.
Step 5 : Quarantine protocols to follow when and after you arrive in Taiwan
A. As soon as you arrive in Taiwan you need to first turn on your phone and ensure your roaming feature is turned on. After a short period, you will receive a message from the Quarantine system for Entry that you filled in within 48 hours of your arrival. This message is your health declaration certificate. You will be required to show this message to the government staff at the airport.
B. If you do not have a Taiwan sim card you must purchase one at the airport. The sim card will remain valid for a period of 30 days. There will be signs and personnel to guide you to the sim card area at the airport. A Taiwan mobile sim card is required for the CECC to contact you during your quarantine and self-health management period. Refer to the picture below for a detailed description.
C. For long-haul flight passengers only. If you are not a long-haul flight passenger please skip this step. Students coming from Europe, The Americas, the Middle East, New Zealand, Australia, India, and the following Southeast Asian countries (Philippines, Cambodia, Thailand, Vietnam, Myanmar, Indonesia, Malaysia, and Singapore), and South Korea are required to wait for the results of their PCR test(funded by the government) at the airport after landing. The government wishes that long-haul flight passengers won't have to spend more than an hour waiting for PCR test results and will contemplate implementing a process that produces quick and effective results.
D. When you are done picking up your luggage go to the taxi- service counter (inside the airport) to apply and pay for an anti-epidemic taxi or bus. Don't forget to collect the receipt. You can use this receipt to take any anti-epidemic taxi/bus to your quarantine hotel.
NB: You can only take the anti-epidemic prevention bus ($400NTD per person) instead of the anti-epidemic taxi if your quarantine hotel is in 雲林(Yunlin), 嘉義(Chiayi) 台南(Tainan), 高雄 (Kaohsiung City) or 屏東(Pingtung).
E. Before you get to the PCR test station (outside), personnel working at the airport will provide you with government-sponsored Covid-19 antigen rapid test kits. You are required to take one test on the 3rd, 5th, and 10th day of quarantine.
F. When you have collected the Covid-19 antigen rapid test kits you will be directed outside the airport by government staff to complete the PCR test. When you are done, you can take an anti-epidemic taxi/bus to go to your quarantine hotel.
